Did all camaros after 1981 also have a CCC emissions control?

Yes. Although all 1981 model Camaros used carburetors, they were what is known as "feedback" carburetors, which required electronic controls. Later Fuel Injected engines continued to use CCC, and carburetors continued to be available on some engines through 1986. The first major change after that was the transition to OBD-II in the mid-'90's.
